An Open Letter to the President of Madagascar on Land Leases to Microsoft and the Zurich Zoo

In an open letter to the new President of Madagascar Hery Rajaonarimampianina and other elected officials, the Association for the protection of Malagasy Lands asks that several aspects of the contracts regarding the recent land leases be clarified to the general public [fr] :

nous demandons une clarification de la part des autorités sur deux cas :

  • le contenu détaillé de contrats de location-gérance de biens de l’Etat qui soulève de nombreuses questions : Les plantations de canne à sucre et usines ont été confiées en location-gérance à la société chinoise Compagnie Nationale d’Importation et d’Exportation des Equipements Complets de Chine (COMPLANT) dans plusieurs régions depuis plusieurs années, notamment dans le Nord-Ouest à Ambilobe : qui sont les propriétaires actuels des terres ? Quelles sont les clauses des contrats passés dans chacun des sites de plantation de cannes à sucre et usines ?
  • La vente par le gouvernement malgache de crédit-carbone des forêts protégées du Makira dans le Nord-Est à la société américaine Microsoft et au zoo de Zurich a été annoncée dans la presse en février 2014 : le montage financier et le régime foncier sous lequel ces 320 000 ha de forêts ont été cédés méritent davantage de clarification pour l’ensemble des citoyens. 

The association asks for a clarification from the authorities on two cases of land leases:

  • The details of the contract regarding the following lease of a state property that  raises many questions : Cane sugar plantation and factory were leased in several regions (most recently in the Ambilobe region) to a Chinese Import company called National Company of Import-Export of Whole Equipment from China (COMPLANT) for several years now. We wonder legally who the current owners of the land are.  What are the terms of contracts for each site containing sugar cane factories?
  • The details of the contract for the sale by the Malagasy government of CO2 credit in the protected forests of Makira in the North East to the American company Microsoft and the Swiss Zurich Zoo.  The sale of Carbon credit was announced in the press on February 2014.  The financial arrangements and tenure under which the 320 000 ha of forests were transferred deserve further clarification so that all Malagasy citizens (are informed properly.)
