Yes, this is one of those ‘big-hidden-problems-in-plain-sight’. Zoning, as is taken for granted in countries such as the U.S… well, it doesn’t exist and Town and Country, the organization responsible for something that would resemble zoning, operates on a very irregular and perhaps monetarily biased basis.
As in most things, it’s the stuff in between the lines that is most interesting. I think that Trinidad should sound something like this for most residents: http://www.knowprose.com/node/10850
