Burundian Refugees Face a Difficult Choice: Stay in Overburdened Camps or Return to Uncertainty

On 7 September [2] a convoy [3] of 301 refugees from Nduta [4] camp in Tanzania drove back into Burundi, with more [5] Burundians following days after. Overall, 12,000 are registered [6] to voluntarily [7] return [8] this year. While not the first returnees [9], the number is large; and their journey back is organized [4] by Burundi and Tanzania’s governments and the United Nations High Commissioner for Refugees (UNHCR).

However, the crisis [10], sparked [11] by 2015 election turmoil, that led so many Burundians to flee is far from resolved [12]. While some refugees, impatient with waiting to return, held sit-ins [13] in Tanzania to demand the process be sped up, many others fear going back.

The UNHCR [14] still has over 400,000 refugees registered, with 240,000 in Tanzania alone. The camps also often [15]see new arrivals. Local journalist collective SOS Médias Burundi reported [16] 180 new refugees arriving at Nduta on 15 September; three of them had just returned to Burundi, but came back.

The government has called on [17] refugees to return, saying the country is now secure. Tanzania's president has similarly encouraged [18] repatriation. Burundian officials claim UN figures are inaccurate [19], even manipulated, and that over [20] 150,000 [17] have returned. They have even [21] accused UNHCR of preventing Burundians from coming back.

Whether here or there, life for Burundians remains difficult

Refugees left Burundi for different reasons, and so will consider returning for different reasons [25], including political reconciliation, accountability, and basic goods accessibility. Amnesty International reported [26], though, many feeling pressured [27] into returning.

Refugee camp [28] life [29] is difficult [30]; resources and space are tight, and insecurity is a problem. In Nduta camp rations [31] were substantially [32] cut this year – reduced [33] four times in six months. Refugees protested [34] malnutrition, sparking [35] some violence [36], and some even suspected [33] it was meant to pressure [26]them to return. The UNHCR called [37] for more funding urgently, stating only 6% of the target [14] met by September.

Marc Ntukamazina, who originally fled Burundi because of insecurity and whose house was burned down, has since returned. He told [25]SOS Médias Burundi:

In Sud-Kivu, DRC, 39 [38] Burundians and a soldier died [39] in confrontations on 15 September with security forces – civilians protesting against returning to Burundi according to witnesses [40] and [41] UN [42], an attack according to officials.

Back in Burundi, the [43] economic [44] strife [45] which many fled continues [46] , largely caused by political insecurity, reportedly facing food [47] insecurity [48], falling investment [49], high unemployment, electricity [50] and [51] recurrent [52] fuel [53] shortages [54], and controversial [55] charges [56] and [57]contributions [58]”. Journalist [59] Esdras Ndikumana, who left his country after being badly beaten in detention in 2015, tweeted:

The government and petrol suppliers assure that “there are no stock problems”. But in this case, how to explain the current petrol shortage?

Political insecurity endures. Various reports accuse the government of authoritarianism and systematic [62] rights abuses, which it rejects [63]. In August 2017, the International Refugee Rights Initiative, based on refugee interviews in Uganda, criticized [64] violence against opponents. And in July, the International Federation for Human Rights recorded [65] over 1,200 dead since 2015, and warned of creeping dictatorship restricting free expression.

Critical NGOs and media [66] continue [67] facing [68] closure, court cases [69], or [70] harassment [71]. Political opponent Léopold Habarugira was kidnapped [72] in plain daylight on 12 September and many others remain in exile. Some parties were suspended [73] for alleged financial irregularities. Notably, Interior Minister Pascal Barandagiye requested [74] in August that the courts dissolve major opposition party MSD.

The UN Commission [75] of Inquiry’s (UNCOI) has called [76] for a full International Criminal Court (ICC) investigation, a demand echoed [77] by Burundian NGOs [78] and opposition [79], but not [80] the African Union. In 2016, though, Burundi unprecedentedly withdrew from ICC, effective 27 October, which complicates [81] opening investigations.

A ‘climate of fear’ that follows refugees

UNCOI President Ouguergouz said [82] there was a “climate of fear” even following refugees into exile, and not adequate conditions for returning. Political violence has become more clandestine [83] but still systematic, with reported [72] disappearances [84], torture, and arbitrary arrests.

Ministers [80] vigorously reject [85] this [86] characterization [87], and the National Assembly vowed to investigate [88] it, while Presidential Communications-Counsellor Willy Nyamitwe denounced it as a Western plot [89]. Anti-UN protests [90] were organized [91], although SOS Médias Burundi reported [92] some were pressured to attend.

Hopes for dialogue [95] between the fragmented [96] “radical” opposition and the government [20], which has [97] consolidated [98] its control, to resolve divisions are [99] strained [100]. The regionally mediated dialogue has stalled, and mediator Benjamin Mkapa has criticized [101] the participants’ engagement. Meanwhile, UN special envoy Michel Kafando [18] faces the difficulties of Bujumbura’s tense [102] relations [103] with UN and [104] EU [99], and international [105] divisions [106] on the [107] issue [108].

The government has pushed ahead with controversial [109] constitutional changes [110] which would allow President Nkurunziza another term. It also called for public contributions [111] to finance [112] the 2020 elections and avoid dependence on donors, which withdrew shortly before 2015 elections due to political violence. Displays of support [113] by Imbonerakure – the ruling party youth-wing, accused [114] of violence [115] and belonging to a presidentially controlled parallel [116] security structure – seemingly strengthen the president’s position.

Many who originally fled opposed precisely this – extending the president’s tenure beyond the two-term limit, seen as moving [117] away [118] from post-war peacebuilding power-sharing arrangements and towards a one-party state.

These core problems of political and economic insecurity remain unresolved, leaving many refugees facing difficult choices over risks of returning to Burundi or remaining in camps.
