How is it possible that the country that exports electricity to Afghanistan and builds the world's highest flagpoles, giant (albeit empty) libraries, huge mosques, and super-expensive residences for the rich does not have enough electricity for the ordinary people?

Power-short Tajikistan has had to ration the supply of electricity in winter over the last several years.
