You must be joking
the Barbados police are ignorant oafs who make a habit of beating up anyone they want to. The victims are then charded with some trumped up crime assauting a police officier or not wearing a seat belt.
Dottin knows this he is criminally aware of what goes on withing his bunch of organised thugs.
