    CeCs/Telecentres and the Philippines’ 1st Automated National Elections

    Republic Act (RA) 8436, otherwise known as the Poll Modernization Law, which was signed into law on 22 December 1997, authorizes the computerization of elections in the Philippines. In 2007, this law was amended by RA 9369 which mandates the Commission on Elections to computerize the upcoming May 2010 elections. At this point in time, despite all speculations and issues that are being raised, there seems to be no more turning back to the old system.

    This serves as a good “test case” for the Philippine CeC/Telecentre Network and the CeCs/Telecentres across the country for reference of other countries that will be embarking on similar ICT4D project.
