Egypt: Adverse reactions to TE-Data Fair Usage Policy

In a previous post, Tarek Amr captured the initial reactions to TE-Data's fair usage policy and more adverse reactions are hitting the Egyptian blogosphere.

Bella mocks the not so fair policy saying:

في خطة غريبة من حكومتنا الرشيدة التي تدعي انها حكومة الكترونية وذكية وغيرها من الاوصاف الحلزونية قررت وزارة الاتصالات تطبيق سياسة الاستخدام العادل علي سرعات النت غير المحدودة
With an odd move from our wise government that claims to be a smart electronic government – among many other twisted descriptions – the Egyptian Ministry of Communications and Information Technology has decided to limit the subscribers of the unlimited internet.

She continues wondering:

ولا أعرف لماذا تصر وزارة الاتصالات علي تطبيق سياسات أقل مايُقال عنها انها سرقة علنية ونصب عيني عينك ومن لايعجبه فليشرب من أقرب بالوعة مجاري .
Why does the ministry insist on implementing policies that could be described – at best – as downright fraudulent despite of everything and everyone's opinion.

Ahmed Al Sabbagh blogged saying:

أن الكميات التي حددتها الشركات لا تكفي لمجرد التصفح اليومي للأنترنت و عمليه التحديث المطلوبه لأغلب البرامج الحديثه و الكفيله بأنهاء هذه الكميه , فبعض أنظمه تشغيل الحاسب الحديثه تحتاج تقريبا لتحديثات تمثل نصف هذه الكميه المتاحه هذا بخلاف التصفح و التحميل الفعلي
The amounts stated in the FUP is not enough for the average user's daily browsing let alone actual downloads and the updates required for most programs are enough to consume the quota.

Ashraf Hamdy calculated the usage of a simple subscriber – not the downloader – as follows:

دعوني أوضح لكم حجم الاستهلاك لأقل سرعة انترنت في مصر
512 كيلو بت \ ثانية
في اليوم الواحد أنت ببساطة تتعامل مع حجم بيانات يتراوح من جيجا إلى اثنين جيجا بايت ، الاستخدام العادي من تصفح انترنت وسماع أغاني ومحطات إذاعية ومشاهدة اليوتيوب وتحميل ملفات مرفقة برسائل البريد الإلكتروني وتحميل عدد محدود من الملفات متوسطة الحجم بشكل مباشر وتحديث البرامج ونظام التشغيل ــ ولن أذكر هنا تحميل الأفلام والألعاب بالتورنت لاننا لن نحسب ذلك ضمن الاستهلاك حتى نكون منصفين ــ فإن كل هذا يتعدى جيجا بايت يوميا ، أو ما يوازي استخدام الشبكة لمدة سبع أو ثمان ساعات على الأكثر ، إذن اتفقنا أن الاستهلاك المتوسط هو جيجا بايت أو سبع ساعات يوميا ، ولكن من منا يستهلك ذلك بالفعل ؟ لو افترضنا أن هناك أسرة مكونة من خمسة أفراد ثلاثة منهم يستخدمون الإنترنت فسيتجاوز الاستهلاك ما ذكرته بكثير بحيث قد يصل إلى أربعة جيجا بايت في أربع وعشرين ساعة في حالة وجود عدد كبير من المستخدمين على خط واد
If we take the lowest speed in Egypt (512 KB/Sec) . By regular browsing, listening to songs online, tuning in to online radios, watching YouTube videos, downloading attachments and medium size files, and program updates, you will consume between one and two gegabytes in eight or seven hours daily. If you have a family of five with three internet users, their consumption will exceed that amount to four times – torrent users of course will consume much more.

As Ashraf goes on explaining how this policy is a clear rip off, Azza Moghazy is venting her frustration by lashing out at media bodies in Egypt:

لم اتمالك نفسى من الغيظ المتصاعد داخلى وانا اراقب عودة الايميل الى خائبا منكسرا حسيرا مرة تلو الاخرى نظرا لان ايميلات الصحف والبرامج التلفزيونية الجماهيرية ” المحترمة ” التى اقترح منظموا حملة ضد سياسة الاستخدام العادل للانترنت ان نرسل صيغة الرسالة المتفق عليها اليها لا تعمل

دعك من ان هذه الصحف والبرامج تهمل الاعتناء بوسيلة هامة من وسائل الاتصال بينها وبين قطاع لا يستهان به من جماهيريها مما يستدعى العديد من التساؤلات التى لا مجال لطرحها هنا
ولكنى بصراحة كنت قد بدلأت ارسال الايميل لهذه العناوين اصلا على مضض لمعرفتى انها – فى حال وصولها – فستؤدى لنتيجة حتمية من ثلاث

I could not help control the escalating level of my exasperation as I watched emails bounce back, one after the other; most of the emails of the newspapers and “decent” popular TV shows do not work. The fact that such media bodies ignore one of the major tools of interacting with their audience raises a lot of questions that are not due to be discussed in this post.
But as I was sending the emails in the first place I knew deep down that even if they do reach their intended destination, one of three things is likely to happen

The first:

سيتم اهمال هذه الايميلات تماما
Those emails will be discarded completely

The second:

سيفتح احدهم الايميلات ويهمل تحويلها للقسم المختص او سيتوه ولا يعرف ما هو القسم المختص او سينجح فى تحويلها للقسم المختص الذى اما سيهملها او لا يستطيع التعامل معها او يقرر انها غير ذات جدوى وان قراءتها مضيعة للوقت
Someone will open them and will not bother to direct them to the attention of the person in charge. Or he will but the person in charge will neglect them or fail to handle them or think of them as useless and a complete waste of time.

The third:

سيقرا الصحفى المختص وهو صحفى الاتصالات بالجريدة هنا الايميلات
ويتفهم الامر ويقوم اما بالاتصال بالمصادر المسئولة التى لها علاقة بالامر فى الجهاز والشركات ومساومتها على المزيد من الاعلانات مقابل عدم النشر وعدم فتح الملف
او سيقرر انها ستضر بمصالحه ويقرر ركنها وعدم التعامل معها لحين ان يحين الوقت الذى يحتاجها فيه
الاحتمال باء

سيفتح الصحفى الايميلات ويقراها
ويبدا فى النشر حتى ياتيه اتصال من رئيس التحرير يطالبه بالتخفيف من حدته لان الشركات والجهاز القومى لتنظيم الاتصالات هددوا بسحب الاعلانات الاسبوعية
او انهم عرضوا شراء المزيد من المساحات الاعلانية او زيادة سعر شرائها مقابل وقف النشر او القيام بحوار مع الوزير او رئيس الجهاز القومى لتنظيم الاتصالات يغسل فيه وجه الوزارة والجهاز.

A) The person in charge will find the content “bad” for business – advertising money – and will keep them up his sleeve for a rainy day to blackmail advertisers. Or he will actually use them to milk the companies involved into “donating” more cash
B) The journalist will actually write and launch a campaign in response to the angry public until his boss puts pressure on him to tone it down because it is “bad” for business. Or his boss will tell him that the companies involved offered to increase their advertising contribution – and in return the campaign has to die.
