Egypt: Should rapists be hanged on TV?

Between examining the profile of a sexual offender in Egypt and rallying against sexual predators, an Egyptian member of parliament proposed a law that allows broadcasting the hanging of rapists live on television.
Nawara Negm of Tahyyes found the idea appalling:
اولا: اخشى ما اخشاه ان يكون فيه تعمد ترويع للمصريين وتضخيم لظاهرة ماهياش ظاهرة ابدا في المجتمع ولا حاجة
انا اقصد لما الجرنال يكتب، انشالله كل يوم، عن حداثة اغتصاب في بلد تعدادها تمانين مليون نسمة، دي ما اسمهاش ظاهرة
كل شيء نسبة وتناسب، فيه احصائية بتقول عشرين الف حالة اغتصاب سنويا في مصر معظمهم مش بيرضوا يبلغوا
طب احنا تمانين مليون، اقسم عشرين الف على تمانين مليون يطلع النسبة: 0.025 في المية
كده مش اسمها ظاهرة ناهيك عن انها تكون ظاهرة مرضية
واستكمالا لحالة الترويع عايزين يروعوا الناس مش بس بالايحاء ان اي واحدة ح تمشي في الشارع ح تغتصب، دول كمان عايزين يروعوهم في تنفيذ العقوبة على الجاني

My first and foremost fear is that an invisible hand insists on making a mountain of a mole and that there is no rape phenomenon in Egypt in the first place. I mean that even if a newspaper writes about one rape case every day in a country of 80 million then this is not called a phenomenon. Proportionately speaking there is a statistic that says that there are 20,000 rape victims in Egypt annually, the majority of whom refuse to file a complaint. If you divide 20,000 by 80 million, the percentage is 0.025 and this negates the reasoning behind the phenomenon and the social epidemic. As if the media did not scare people out of their wits, now they want to totally freak them out by airing the hanging of rapists. In whose best interest would that be?
Nawara makes another point saying:

People will definitely sympathize with the rapist … and that's not the end of it; this idea might even enrage thousands of young men who would rape thousands of women in anger and defiance … this is what happens to human beings when you strip them off their humanity and treat them like dogs. And what's behind this people discipline thing? Why does it sound as though those 80 million are a mere flock of cattle … what happened to solving people's problems and rehabilitating offenders?
Currently many girls in Egypt would rather get married to the rapist than live in shame; Hayat wrote:
أنقذت عاملة بمنطقة العامرية بمحافظة الاسكندرية ذئبين بشريين من “حبل المشنقة” بعد أن تنازلت عن اتهامها لهما باغتصابها لزواجها بأحدهما. كانت تحقيقات النيابة تحقق فى بلاغ من عاملة بأنه أثناء عودتها لمنزلها ليلاً فوجئت بشخصين يشهرا في وجهها أسلحة بيضاء وأجبراها علي السير بصحبتهما إلي حجرة بمنطقة مساكن الناصرية الجديدة حيث تناوبا اغتصابها. تبين من تحريات المباحث أن المتهمين عاطلين والقي القبض عليها في كمين حيث اعترفا بالواقعة. فوجيء وكيل النيابة بالمجني عليها تغير أقوالها ضد المتهمين بعد أن تزوج المتهم الأول بها زواجاً شرعياً فقررت النيابة إخلاء سبيل المتهمين.
هذا الخبر نشر باحد الجرائد وان كانت هذه الفتاة تنازلت عن حقها فى القصاص من هولاء الذئاب بالموافقة على الزواج من احدهما مع الملاحظة انهم عاطلين فكيف لعاطل ان يتزوج الا للهروب من العقاب !!
وهل لو تم الطلاق بعد ذلك هل هناك عقوبة على الشخص؟؟
واين حق المجتمع من هولاء المنحرفين فكل شخص يغتصب انثى يتزوجها للهروب من الاعدام ويصبح شعار اغتصبنى واتزوجنى !!!!

A working girl in the district of Amreya in Alexandria saved two human werewolves from the rope by agreeing to get married to one of them and dropping all the rape charges against both of them. The investigations proved that those two unemployed men kidnapped and raped her, and after their arrest they both pleaded guilty until the defendant changed her statement and got married to one of them.
[Hayat wonders] how could this girl do such a thing and how would an unemployed rapist be fit for a husband? What if he divorced her later? And where is the public's right to a safe and secure society with rapists getting married to their victims to dodge punishment? Is that a “Rape me and marry me” Campaign?

I think it would be ridiculous to do something like that. Rape is, in itself, already very sick. But do we really need to make it even sicker?
Can you imagine what our society will be like when we have public hangings aired on TV?
The rapist has already stooped below the status of a human being. Do we need to stoop to lower status as well?
However, I believe that rapist MUST be punished, and the punishment should be severe. And they should be educated, rehabilitated and then maybe THEY will become advocates against rape. And if that is so, they will be some of the most powerful and instrumental agents of change.

Rape is still legal in Egypt within marriage. Until this is illegal I think that you are on shakey ground.
The whole issue is consent. A woman should have the legal right to refuse consent within a marriage, her body is still her own.
Moving on, hanging a rapist? C’mon. Match a crime with another? I think not… On T.V? This idea is ridiculous..
NO. rapists should not be hanged on TV. They should not even be put to death. We remember that, in my country (France), several convicted \child rapists\ were finally found innocent, after several years in jail, where one of them had died.
Better, and safer, to sentence them to life in prison, possibly with hard labor, and, as I have said on various blogs, some kind of public humiliation, since sexual aggressions are mostly about degrading the victims. The punishment would \fit the crime\, and probably deter many potential aggressors: they love to humiliate women, but they would HATE to be humiliated in public. Ask men around you, the idea of having their dignity taken away is terrifying. I can tell, I am a man.
And if they have been wrongly accused, they should of course be awarded adequate compensation. And the person who has falsely accused them should also be punished severely.
