UAE: Will VAT be Introduced?

    AbdulRahman Al Saleh, Director General of Dubai Customs has made many statements in the news that VAT will be introduced in early 2009. However, it has not happened. This time period has extended to 2010 depending on how quickly VAT can be implemented.
    It is still not clear as to what the UAE government are doing as there has not been any legislations for VAT that has been passed. The Dubai Customs has just been studying the best ways to impose VAT from 2006, they presumed the study to take two years hence it was completed in 2008. However no more about it was publicised in the news. It seemed to have faded away in the last few months of 2008, probably due to the economic crises that the world now faces, which could make VAT an extra burden.
    The situation is still unclear. I would like to know where does the government publish its Annual Budget or new laws? I would also like to know how VAT will affect the people, if it was made law?
