Flying Carpets and Broken Pipelines says that Azerbaijan has the highest number of imprisoned journalists [1] for any member of the Organization for Security and Cooperation in Europe (OSCE). The blog details some of those serving jail sentences and says anyone who is deprived of the right to speak their mind freely can be considered a “prisoner of conscience.”
