Cuba: Human Rights Treaty

Cuba has signed two United Nations treaties on human rights, but Child of the Revolution wonders whether the move will make any difference.

    Cuba, Human Rights Treaty and Guantanamo bay.
    Previously the US authorities legally considered Cuba as a “no-rights zone”; therefore the acknowledgement of all sorts of human rights violations in Guantanamo was a non-issue. Since Cuba has signed on March 1st 2008 two human rights treaties, I was wondering if finally the violations of human rights in Guantanamo will be over and ultimately punished.
    What do scholars and academia have to say about this?
    I have currently not found any comment on this issue and would highly appreciate your valuable contribution.
