Hong Kong: Where's The Patient's Right?

Here is a brief summary of Hegel chong's story in his blog (zh) [1]: his father had gone through an operation in a private hospital in Hong Kong and have to stay in the ward for a week. However, because of the construction on top of the building, the patients’ wards were very noisy in the day time (imagine the sound of iron and glass cutting). The blogger called up the Health Department to complain, the answer was that the hospital had gone through all the procedures in their construction work. He then called up the Environmental Department, the answer was that they could not intervene into day time noise. Not a single government department is in position to deal with the issue. Need not patients take rest in the day time, after operation? Is there patient's right in Hong Kong?
