Rwanda has been getting a lot praise in Africa for investing a lot in ICT. It is aiming to be the technology hub in Africa and is one of the first countries to sign deals with leading Internet companies while other African countries are still looking up to tech companies that no longer matter.”

Yes, I just got a report from one of my colleagues in the field, who just spent a few weeks in Rwanda. There is a pervasive optimism and the Vision-2020 programme [1] has some strong backing and is meant to be mobilising the country. They certainly have very ambitious aims.
However, it is short on facts.
