Manicou is incredulous over FIFA Vice-President Jack Warner's slap on the wrist regarding the alleged resale of 5,400 World Cup 2006 tickets [1], saying it “not only highlights FIFA‘s condemnations as being capricious, but shows that there are loopholes through which tickets could scalped.”
