Brazil: Lula's Victory

The presidential election results in Brazil showed, despite dire opposition predictions that victory for Luiz Inacio Lula da Silva would produce an untenable political situation, that Lula indeed has the political capital needed to lead Brazil for the next 4 years. Speculations about a divided country and the possible governance problems vanished in the face of the final results, which gave Lula 5.5 million more votes than in the 2002 election when he won his first term. In the first week after victory, blogs were still analyzing the election statistics to assess the new political landscape.

The first forty eight hours after the second round has shown that all who bet on a exacerbation of the political crisis in case of Lula's reelection were wrong. The President's significant vote and his strong recovery in the Southeast, where he won, and in the South, where he lost small, have doomed the audacious thesis of a ‘third round’ or that the election could face legal challenge.

Alckmin won only in seven States: São Paulo, the three in the South, Mato Grosso, Mato Grosso do Sul and Roraima. And only in one did he obtain more than 55% of the votes. It's hard to talk about a ‘divided country’ regionally or even by classes. Lula achieved a broad victory among the poor, yes; but only in the more developed [urban] regions does it makes sense to talk about a division, and never of an opposition's [national] hegemony. With almost 61% of the valid votes, Lula almost repeated the result of 2002.

In the second round, in addition to the votes that were shifted from other candidates in the first round, Lula took more than 4 million votes from Alckmin due to his own personal performance in the campaign. It was not the governors who helped him get more votes. He was the one who helped the governors. It was not the PT [Workers’ Party], it was just him, the great artist. Twelve million additional votes. Isn't it a good reason for him to be full of himself? To use an old saying: ‘that is where danger lies’.

The press conferences after the elections
have shown a calm and relaxed Lula, waving with agreements with the opposition and improvements in the relationship with international partners. Indeed, the relaxed mood extended through the week with the Day of the Dead holiday [November 2] and the President decided to take some days off to cool out from the last month's double work schedule as candidate and chief executive. As reasonable as rest seems, his absence at the Iberian-American Summit has caused complaints from Brazil's neighbors and partners in the Mercosur common market.

In public, Lula says he wants to establish a ‘privileged relationship’ with the US during his second term. In private, he plans his first international trip as reelected President. He is going to meet Hugo Chavez, Venezuela's President and George Bush's number one enemy in Latin America… Last week, in an interview to three European newspapers — the Italian La Repubblica, the Spanish El Pais and the French Le Figaro — Lula said that one of his goals in international affairs is the strengthening of Brazil's relationship with the US. Lula was fast to differentiate himself from his companheiro Chávez: ‘Venezuela's relationship with the US is not the same for Brazil. Each President governs relative to the local political culture. When we come to international affairs. When we deal with South American external policy, we do think equally, but when we are dealing with strategic relations, he (Chávez) can think about one thing and I another”

Lula is being criticized for his absence at the Iberian-American Summit at a critical moment in the Uruguay-Argentina crisis, exactly when both countries have announced that the dialogue has been suspended. Lula, as Mercorsur's President pro tempore, was addressed with jokes and criticism on Uruguaian TV and in newspapers for the pictures showing him relaxing on a Brazilian beach. The polemic was also spread in the Summit's corridors and became one of the main issues at the event, as reported by diplomats. Tsc, tsc, tsc…

In his first appearences after the election
, Lula also signaled that he will not go further with the controversy about the media role during the campaign. But the blogosphere is still in congratulatory mood about how the alternative debate got traction and made a difference in the process despite being ignored for awhile by the traditional media channels. It seems clear to all who followed the election campaign on the web that something very new has emerged. There is a significant new citizen media and now there is a large audience eager to follow the debate on new policies for the communications sector. But there are also the ones who see all the novelties merely as Worker Party strategies to dominate the media space.

In context, it is worthy quoting the recent declaration from Federal Deputy Ciro Gomes, elected with more than 600 thousand votes in Ceara, and one of the most vilified politicians in the media exactly because of his own independent ideas. In an interview with the Conversa Afiada blog, of journalist Paulo Henrique Amorim, hosted in the IG portal, Ciro reflected: “We need to be clear that we are not afraid to advance a substantive issue, which is the democratization of the media. When we approach this theme, the media monopolists will always say we are being authoritarian. We are not.

That's it. Firstly, Amorim thinks that ‘Carta Capital’ is an exception in a ‘massively opposition media space’. Hummm. His friend Mino Carta would not have such a perfect label for the magazine. Amorim is today the most PT-ist journalist in Brazil. I don't know if it is ideological conviction or simple bitterness against Rede Globo [his former employer]. What he says has no importance or influence at all, which doesn't mean that it can't reveal intentions — after all, he is one of them.
Media Control: an old conversationReinaldo Azevedo

The relationship between Lula and the media is really curious. He concedes on everything, as we can see in the Digital TV case. In normal circumstances he would never choose to face the challenge of media democratization. But the issue is imposing itself at this moment and will be debated in the new General Law of Communications.

There are some bloggers who really got worn out
from the passionate and polarized debate that took place across the Brazilian web during the last weeks of the election campaign. Now is the time for them to calm down in order to renew an environment where people can work and collaborate together.

Pensar Enlouquece, Pense Nisso

In this scenery where we see stupid stickers saying ‘the good always win over the evil’, it is not a surprise that I have met people carping about the reelection in terms like ‘Brazil won't endure four more years under Lula’, or worse, ‘it is well done, now these people will suffer what they deserve’ (phrases I truly had to endure last Monday). Why do I still get surprised with this crowd that roars against, in this football-ish mood which encourages rivalries and makes people use belittling terms such as ‘petralhas’ and ‘tucanalhas'?

Summing up, Lula seems to be in a better position for his second term compared with what he had four years ago. Now he has a significant political base. As we observe the meaning of what his voter support expresses it appears that Brazilians expect to have a President ready to make it right, to make corrections in the areas that produced so much frustration for his supporters during the first term. Two main aspects are center stage: the ethical one and economic development.

At least 15 from 27 elected governors are aligned with Lula in his second term. This majority support can be one of Lula's main assets in the composition of the allied base, according to the political analysts. The [political] scientist Carlos Melo, from Ibmec, counting both formal and informal support, declares that Lula will start with a base of 17, with possibilities of expanding it to 20 elected governors.

Lula ganhou a segunda chance.

Lula won his second chance. Starting tomorrow, the biggest demands will not come from the fierce opposition, but from the ones who elected him. With this second vote of trust he can't fail anymore, either on the ethical plane or on the economy. He was not elected by the media or the oligarchies. He was elected by people who, from north to south, even in the face of real scandals, kept believing that he deserved the second chance to make a better country. He won't have the right to go wrong anymore, or to accommodate, or not to give priority to economic development.
