Regionalism and Dissent Mark the Start of Run-off in Brazil

More than 125 million Brazilians went to the polls Sunday to vote for president and to select governors for all 26 states and the Federal District, as well as all 513 Federal Deputies of the lower house and 27 of Brazil's 81 Senate seats. By the end of the day, in a breathtaking counting process that held the nation in suspense waiting for the results, President Luiz Inacio ‘Lula’ da Silva missed a first round victory falling 1.4 percentage points short of the 50 per cent he needed to avoid a runoff on October 29. The numbers are the main facts, but the bloggers diverse narratives and interpretations of the results are just the start of a debate that promises to get hot.

Lula vs. Alckmin

“It was a strong victory for Lula in the North and Northeast, while the same happened to Alckmin in the South and Center-West, while the Southeastern region is divided “, concluded [political science analyst Octavio Amorim Neto]. This happened as a result of the downturn in agrobusiness, which is powerful in the South and Center-West. The North and Northeast economies grew above the national average stimulated by the government's social programs and by the reduction in food prices made possible by the lower value of the US dollar. The southeast presents a mixed situation, with activities that are benefitting and others that are being harmed by the current economic policy.

After a legislature distinguished by its many unprecedented scandals such as the ‘mensalão’ and the ‘bloodsuckers’, the populace managed to send back home more than half of the representatives. Of the 513 Deputees, 48,7% won't be in Congress next year.

O PMDB ficará reduzido a 14 senadores.

The PFL is the great winner in the Senate with the gain of 6 seats, while PMDB is the great looser. The first party now holds the biggest bloc with 18 members, and will be followed by the PSDB with 16. The PMDB is reduced to 14 senators. If Lula gets re-elected, this upper house will be extremely unfavorable to him. Together, the two opposition parties will have 41.97% of total Senators… Add 4 from PDT and 1 from PPS you already have the majority (50.6%). If Alckmin gets elected, the task in this house will be easier. The PSDB-ist would not face heavy work in attracting the three from PTB and Francisco Dorneles from PP-RJ. Thus, an unfavorable Senate to Lula would be a nice one to Alckmin.

Since 1990, when elections in states of Brazil started being decided in run-offs, we've already seen 17 ‘reversals’ where the second candidate become the first in the run-off and wins the contest. Today, this is PSDB's dream and PT's nightmare… Of the 17 ‘reversals’, only 7 occurred when the difference between the candidates was bigger than 7 points (the actual gap between Lula and Alckmin). In the other 10 cases (the majority), the candidates entered the run-off very close to each other. What does this means? That the case Lula vs. Alckmin is statistically out of the pattern that ruled the majority of the reversals in run-offs – although we already have had such an event.

The occurrence of the run-off is a defeat for Lula and a victory for Alckmin. But at the same time, PT elected the biggest bloc in the lower house. Electors have not disapproved PT. Besides, the party won elections for governor at Bahia state in the first round, and is in the run-off in Rio Grande do Sul, which was a general surprise – even to the most hopeful partisan. Moreover, PT fulfilled all expectations in places where it was favorite (in Sergipe state, as an example).

The first event in the run-off campaign was the appearance of both presidential candidates in press conferences. The general perception is that Lula is now lessened by the 1st round's surprising result, and that Alckmin seems more ready for the confrontation believing himself capable of keeping the trend growing. The many possible messages derived from tallying the election numbers are bouncing through the blogosphere, and the debate is just starting.

Lula and Alckmin gave interviews on Monday afternoon. This was the first formal appearance of both after the proclamation of the Sunday election results. The differences between them is revealed in the answers given to questions related to the dossier-gate. “The Brazilian society is waiting for answers”, said Alckmin. “Whose is the money [R$ 1.7 million]? Who owns the [bank] accounts? Whose are the dollars? How did they enter the country? The Brazilian people need answers that were not given”. These are answers that Lula still dosen't have. In his private ruminations, the president suspects that the ‘crazy’ PTists who tried to buy a dossier incriminating opposition candidates got trapped by an ambush. In the interview, Lula managed to insinuate his suspicions: “I keep praying to God that nothing happens to me until I solve this mystery. It is not only a question of money, or finding where it came from. I want to know who engineered this plot that made the party shoot it's own foot. I pray to God to live until the day I am able to say: this was the one who executed the maneuver”.

Under the impact of the information that there would be a run-off, Lula showed the desire of changing the directions of his campaign. He was surprised by the numbers of votes obtained by Geraldo Alckmin. With more than 41%, Lula thinks his opponent has become a real menace to his re-election. In a first analysis of the results, Lula attributed the run-off to the advances that the opposition made over the dossier-gate scandal and his absence on the candidate's debate on Globo TV last Thursday. Lula thinks that his chances will depend on the answers that he manages to give to the many doubts around what Minister Tarso Genro (Institutional Relations) has called ‘Tabajara Operation': the involvement of PT members in buying a dossier against PSDB politicians. The president anticipated that he will participate in all TV debates.

Confirming the morning mood, Bovespa closed today with expressive heights (1.67%) in what was seen as a commemoration of Alckmin achieving the run-off. Operators said that privatizable or already privatized companies were valued. That is, they think Alckmin will bring back privatization, which is excellent business for the stock exchange. It is known that markets work on anticipation, but this time it seems they are exaggerating. Anyway, you can write it down: in 2002 a big part of the elite followed Lula, enchanted by the chance to help the poor, to attack social unbalances. Today this crowd is totally disappointed with the government. The immense majority of the economic elite, the investors, the operators, the entrepreneurs and executives – everybody goes along with Alckmin.

The dilemma is not in re-electing Lula or electing Geraldo Alckmin: it is choosing between a commonality economy and market supremacy. At last, as stated by Greg Davidson and Paul Davidson (in the opening of their book ‘Economics for a civilized society, W.W. Norton & Company, Inc. New York, 1988), the difference between love and prostitution is simple: love has no market value.

With 4 weeks more of campaigning ahead, Brazilians will have more opportunity to dive deeper into the debate. But it will also be another month of political garbage and sensory overload.

Campaigning in Brazil can be painful. The television assaults that we are used to seeing in the United States probably aren't as common, but overall, it's complete sensory overload. You have people trying to hand you little pieces of paper saying to vote for this party or that party for deputy, governor, president, etc. That would be fine if the papers told you the candidates’ positions, but they don't. They just say, “press number XXXX” (here, voting is electronic, and remarkably simple). As a result, you get poor people hired by elitist parties handing out leaflets that are immediately thrown on the ground because nobody wants them, being fed up with all the political garbage, and the urban pollution skyrockets in the weeks before the election.
Brazilian Elections, Round OneAlterDestiny

As the digital and electronic age mix with the passions of politics it seems that some things will never change. Yes there is garbage in the airwaves and on the ground and in the backrooms, but there is also the powerful desire of the Brazilian people to achieve a political house cleaning that will be a benefit to all.
