Dear Haitham,
It is very conceivable, yes. I am Lebanese, and you really have to LIVE in Lebanon to realize the magnitude of Syrian control. Syrian grip over Lebanon is so powerful, that it is almost impossible to have room for a third party to monitor, or execute things. Also, for your information, there was 30,000 Syrian troops, and 500,000 Syrian workers in Lebanon for 30 years, but ZERO US or Israeli troops. So you can do the math.
